There is some things that you can do. First try to see if you have any phone in the house connected with unnecessarily long cable that is coiled-up. If you do cut the Cord to the point tat is just straight. If your phone was installed during the last 10 years or so then you have a box called 'telephone network interface" You can open the door with screwdriver and unplug the the line that goes to your house.If you pay for "linebacker" they you can also call your phone company. If you don't have this option, then they charge something like $120/HR or so. Plug any phone in that jacks and call someone. If you can hear the some radio station interference, you can call your phone company it is their problem.
